Just below File City you can find the Sewers, which will be avaliable as soon as the city starts expanding.

Junkmon makes maintenance there and might need help from time to time. To go up or down you will have to find Sewer grates or ladders.

They run 3 levels deep, and as you go down, the digimon will be more dangerous. On the third level you could find important resources for the expansion of the city.
