Just below File City you can find the Sewers, which will be avaliable as soon as the city starts expanding.
Its an area with poor visibility and full of digimon that love damp places, as well as several water reservoirs. It can be accesed from a sewer grate, placed on the south of the city.
Junkmon makes maintenance there and might need help from time to time. To go up or down you will have to find Sewer grates or ladders.
