Just below File City you can find the Sewers, an area with poor visibility and full of digimon that love damp places, as well as several water reservoirs. It can be accesed from a sewer grate, placed on the south of the city.
To go up or down you will have to find Sewer grates or ladders.


They run 3 levels deep, and as you go down, the digimon will be more dangerous:
