Under File City are the sewers, an area with poor visibility and full of enemies, as well as several water tanks.

It is a special area with 3 levels deep, as we go down the enemies will be more dangerous:

Sewer Levels
First Level
Second Level
Third Level
To go down or up levels you will need to find a Sewer Grate or a Sewer Ladder respectively
